Incomplete packs are still the most common gap we see

A complete application pack is a boring idea until you try to produce one. In East Malaysia we still see walk-in counters that collect a name and a phone number, while the careers page asks for a full work history. The person at the counter is not wrong. The organisation never decided what “an application” means.

When we sample a vacancy, we score each file against a single list: identity, contact, the questions you actually asked, the source channel, and a dated first decision. Files that arrived as a forwarded WhatsApp PDF almost always fail the last two.

This is not pedantry. If you later need to show that two people were compared fairly, you cannot compare a three-line message with a six-page form. The incomplete pack is not only a records problem. It is a decision problem wearing a filing problem’s clothes.

The repair is usually unglamorous. One intake list. One acknowledgement. One place the pack lives. Managers dislike it for a week and then stop losing people in the gaps.
